Create a program to work with developing countries to help them get the energy they need for growth, cut back on using petroleum (especially by using solar and other renewables), and give them more energy choices. The program must look at energy options, help with international energy trade, develop resources, share useful technologies, and run both broad and country-specific studies and projects like exploration, production, training, and research. The Department of Energy must start an exchange program, soon, to send U.S. scientists, technicians, and energy experts to and from developing countries, working under policy guidance from the Department of State and with the Agency for International Development and other agencies. Funding may come from amounts authorized each year for the Department of Energy, including funds authorized earlier. The Secretary of State, under the President, must coordinate these activities with other U.S. programs overseas.
