Summary

Make public diplomacy a main goal for the Foreign Service. Ambassadors must help plan public diplomacy where they serve and be responsible for how well it works. Training for Foreign Service officers must teach public diplomacy and modern mass‑communication tools. When hiring and assigning staff, the Secretary of State must stress public diplomacy skills, favor people with experience in public diplomacy, mass communications, or journalism, give extra weight to useful language and country experience, and increase officers fluent in languages used in mainly Muslim countries by hiring more and offering incentives.
