The Secretary of State must give The Asia Foundation a yearly grant using the funds made available under section 4403 of this title. The grant will support the Foundation’s programs and operations, and the exact rules will be written in a grant agreement between the Secretary and the Foundation. If the federal agency that provided the money allows the Foundation or its subgrantees to invest the funds before spending them, any interest earned does not have to be sent to the U.S. Treasury as long as that interest is used for the same purposes as the original funds.
