An institution that wants funding must apply to the Secretary of State once each fiscal year. The application must explain how the money will be used (see section 4504) and include financial controls and accounting so federal payments and the costs of the continuing education and research programs can be tracked and verified. Payments can be made in installments, in advance, or as reimbursements, and will be adjusted if there are overpayments or underpayments.
