Congress urges the agency that runs part I of the Foreign Assistance Act to increase undergraduate scholarships for students from developing countries who have limited funds, and to follow the existing scholarship guidelines when possible. It urges the U.S. Information Agency to expand graduate study aid for those students. It urges the President to expand study-abroad opportunities in developing countries for Americans of all income levels.
