Within 30 days after December 16, 2016, the State Department must send a classified report to Congress listing which diplomatic and consular posts are labeled high risk, high threat. Before opening or reopening any post, the Secretary must decide if it should get that label. The Secretary must also keep checking existing posts and update the label when local conditions or security change. Appropriate congressional committees: the House Foreign Affairs Committee and the Senate Foreign Relations Committee. High risk, high threat post: a U.S. diplomatic or consular post or mission abroad that is in a country with high to critical political violence or terrorism, whose government cannot or will not provide adequate security, and whose physical security is below State Department standards.
