Summary

Congress restates that the President should encourage other countries to limit trade and credit with Cuba and urges him to quickly impose sanctions on nations that help Cuba. The Secretary of State must make sure U.S. diplomats explain the reasons for the embargo and press foreign governments to cooperate. The President must tell the Treasury Secretary and the Attorney General to fully enforce the Cuban Assets Control rules in part 515. Congress also says the President should have the Secretary of State and the Attorney General enforce rules denying visas to people who are officers or employees of the Cuban government or the Communist Party. The embargo as it existed on March 1, 1996, including part 515 limits, takes effect on March 12, 1996 and remains in effect, subject to section 6064.
