Anyone who acts as an agent for a foreign principal must file a true and complete registration statement with the Attorney General, unless exempt. They must file it within ten days of becoming an agent, in duplicate, under oath, on the form the Attorney General provides. The statement must give basic identity and address details; the registrant’s legal status and ownership; the nature of the registrant’s business and employees; the names and details of the foreign principals represented and any government or party ties; copies or descriptions of written and oral agreements and the activities to be done (including any political activities); money or things received from foreign principals in the prior sixty days and how they were paid; similar information about work for other persons that requires registration and payments from them in the prior sixty days; and money or things of value spent in the prior sixty days related to reportable activities (including certain election-related contributions, except those prohibited under section 613 of title 18). The Attorney General may require other relevant information and may demand that the statements and documents not be misleading. After the initial filing, each agent must file a sworn supplement within thirty days after each six-month period to keep the record current. Changes to the business, agreements, reportable activities, or persons described must be reported within ten days. The Attorney General can order more frequent updates when needed. Individuals sign for themselves; partnerships sign by a majority of members; organizations sign by a majority of officers or board. Filing does not mean approval by the Attorney General and does not prevent prosecution for willful failure to file or for willful false or missing material facts or documents. Prior filings made under section 2386 of title 18 may be incorporated to avoid duplication. The registration and supplements must also be filed in electronic form.
