The President must send Congress a report within 90 days after deciding to use certain actions against a country for severe religious freedom violations or after naming a country a "country of particular concern." The report must say which listed actions will be used, describe the violations and the purpose of the actions, and include an evaluation — made with input from the Secretary of State, the Ambassador at Large, the Commission, the Special Adviser, the parties named in the related law, and others the President chooses — of how the actions will affect the foreign government, the country’s people, the U.S. economy and other interested parties, and U.S. goals for democracy, human rights, and security. The evaluation must list the policy tools being used, including programs for democratic stability, economic growth, and counterterrorism. The President may keep part or all of that evaluation from the public but must give the full evaluation to Congress. The report must also say that non-economic options have been reasonably exhausted and describe any multilateral negotiations sought or carried out. If the President certifies to Congress that one single additional period of time not to exceed 90 days is needed, the report deadline is delayed until that extra period ends.
