Unless the chapter says otherwise, all assets, debts (including possible debts from lawsuits under section 6615(e)), contracts, property, records, and any unused money tied to offices moved by any subchapter must be given to the Secretary to be put where they belong. Unused money moved this way must be spent only for the purpose it was originally approved for, unless it is being used for a reorganization. Money may be re-used for reorganization if the proper congressional committees are told following the reprogramming rules in section 2706 of this title. Money in any Department of State account may be moved to another account for reorganization under the same notice rules. That transfer authority is extra and ends September 30, 2000.
