The Board of Trustees should pick an Administrator, working with Bank officials, to run the Trust Fund day to day. The Fund may accept contributions from governments, businesses, and nongovernmental groups. As part of the talks in section 6821(a), the Secretary of the Treasury must, consistent with subsection (d), make sure the Bank or Association has rules to track and monitor donated money (including admin costs) and must seek agreement on which programs the Fund will support. The Board should set rules for choosing projects and recipients, for cost-effective management, and for transparent, accountable grant-making. The Board should also quickly tell the public the Fund’s goals, finances, and how it will operate.
