The chapter names a few key terms used later. Dispute Settlement Understanding refers to the WTO rules and procedures for settling disputes mentioned in section 3511(d)(16) of title 19. Government of the People’s Republic of China covers the central government, any provincial, prefectural, or local government body, and any enterprise that those governments control or from which they receive a majority of the profits. Internationally recognized worker rights is defined in section 2467(4) of title 19 and includes the right to eliminate the “worst forms of child labor” (see section 2467(6)). Trade Representative means the United States Trade Representative. WTO or World Trade Organization means the organization set up under the WTO Agreement. WTO Agreement means the Agreement Establishing the World Trade Organization entered into on April 15, 1994. WTO member is defined in section 3501(10) of title 19.
