Title 22 › Chapter CHAPTER 80— - DIPLOMATIC TELECOMMUNICATIONS SERVICE PROGRAM OFFICE (DTS-PO) › § 7302
Creates a Diplomatic Telecommunications Service Governance Board to run and watch over the Diplomatic Telecommunications Service Program Office (DTS–PO). The head of the Office of Management and Budget (OMB) must pick one agency that uses the DTS Network to act as the DTS–PO Executive Agent. That agency must pick a Director for the DTS–PO for the Board to approve and do other jobs the Board assigns. The Board must write down how the DTS–PO will be managed and follow the other rules in this law. The OMB head also must pick four agencies to each send one voting member to the Board and may name other agencies to send nonvoting advisors. The Chair is chosen by OMB and leads meetings, handles the Board’s paperwork, and suggests bylaws. A meeting needs the Chair and four voting members to act. The Board must meet at least four times a year. The Board approves and checks plans, services, priorities, policies, and pricing; reviews budgets before they go out; checks performance and controls; asks for reports and audits; approves or rejects the Director’s nomination; can recommend replacing the Director; and must give top priority to telecom work tied to national security.
