The President must, within 90 days after May 27, 2003, identify the money and staff needed from the funds authorized under section 7671 for HIV/AIDS help so the Coordinator of United States Government Activities to Combat HIV/AIDS Globally can run and support the duties given by this chapter. A new Treasury account called the "Activities to Combat HIV/AIDS Globally Fund" will be run by that Coordinator. All amounts appropriated under section 7671 for HIV/AIDS assistance go into that Fund, except U.S. payments to the Global Fund. Congress also says each major country program should have a full-time country coordinator (preferably with management experience), that foreign service nationals’ public health skills should be recognized in hiring and pay, and that country teams should keep enough staff to do oversight and other duties.
