Allows the USAID Administrator, working with the U.S. Global AIDS Coordinator, to help make microbicides more available and easier to get. That help can only be for products that are approved, tentatively approved, or otherwise cleared by the Food and Drug Administration, by a strict drug regulator the Health and Human Services Secretary accepts, or by a quality‑assurance system the Secretary accepts. Money already authorized for HIV/AIDS assistance may be used. The President may receive whatever sums are needed for each fiscal year 2009 through 2013 to carry out this work.
