The President may set up a public‑private program to give medical care and support to HIV‑positive parents and their children who are found through existing programs that work to stop mothers from passing HIV to their babies. The program focuses on countries with, or at risk for, severe HIV epidemics, especially poorer countries. Grants will go to administrative groups that then give subgrants to local or international health organizations or partnerships. Eligible groups must already run proven programs to stop mother‑to‑child HIV transmission in the target countries, have local government support, and be able to provide HIV care (including antiretroviral treatment when needed). Grant money can be used to make subgrants, run and manage programs, collect and report data, monitor and evaluate work, train staff, and help the work continue after the grant. Subgrants may pay for treatment and medicines (including antiretrovirals), hire and train local staff, lab tests and equipment, support services, operations, community outreach, and transport. Award decisions should favor groups already running proven family‑centered care and may include at least one national health system if appropriate. Each grantee must file an annual report on progress, success measures, and recommendations for after funding ends. Funding may be provided as needed for fiscal years 2004 through 2008 from amounts under section 7671. No more than 7 percent of a grant may be used for administrative costs. Definitions in one line each: local health organization = public health system, NGO, college, community group, or nonprofit that gives or links to primary health care; international organization = nonprofit international entity, international charity, private voluntary international group, or multilateral institution.
