Corporation is the Millennium Challenge Corporation established by section 7703(a). Eligible country is a candidate country that, under section 7706, is found eligible to receive assistance under section 7704. Investments in the people means government policies or programs in an eligible country that improve health, education, and other things that help people be healthy and productive, such as decent, affordable housing for all.
