The Chief Executive Officer must tell Congress and the public about candidate countries and the rules for choosing eligible countries before the Board makes yearly eligibility decisions. At least 90 days before the Board decides, the CEO must send Congress a list of all candidate countries named under section 7705 and any countries that would be candidates if they met the specific requirement in 7705(a)(2). The CEO must also publish that list in the Federal Register. At least 60 days before the decision, the CEO must send and publish the criteria and methods that will be used to judge each candidate. The CEO may hold public hearings on those criteria. After publishing the criteria, the CEO must accept public comments for 30 days and consider them. The CEO must also consult with the relevant congressional committees about how well the candidates meet the criteria. Within 5 days after the Board names eligible countries under section 7706, the CEO must tell Congress and publish in the Federal Register the list of eligible countries, say which of those the Board plans to seek Compacts with under section 7708, and explain why those countries were chosen.
