Require the Secretary of State to help build democracy and free media in Russia, either directly or through groups like the Organization for Security and Co‑operation in Europe, the National Endowment for Democracy, or similar organizations. The work must improve government openness and rule of law, strengthen democratic institutions and civic groups, expand uncensored Internet access, and increase access to independent media and protection for journalists and activists. Congress authorized $20,000,000 for each of fiscal years 2016, 2017, and 2018. The President must send a plan within 60 days after December 18, 2014 to the Senate Committees on Foreign Relations and Appropriations and the House Committees on Foreign Affairs and Appropriations. Help must be as transparent as possible, and the President must brief those committees on request.
