Some rules and changes in this part do not apply in certain cases. They do not apply to activities that must be reported under title V of the National Security Act of 1947 (50 U.S.C. 3091 et seq.) or to any authorized U.S. intelligence activities. They also do not apply when admitting an alien is needed to meet U.S. obligations under the United Nations Headquarters Agreement (signed June 26, 1947; in force November 21, 1947), the Vienna Convention on Consular Relations (done April 24, 1963; in force March 19, 1967), or other international agreements. Subject to section 9511 of this title, the President may waive sanctions under this part if the President finds the waiver is in U.S. national security. Also subject to section 9511, the President may end sanctions under sections 9524, 9525, 9526, 9527, or 9528 for a person if the President sends the appropriate congressional committees a notice with the justification and a notice saying the person has stopped (or taken clear steps to stop) the sanctioned activity and there are reliable assurances they will not knowingly do it again.
