Limits the federal money Saint Elizabeths Hospital can get in fiscal year 1989 and thereafter to three things summed together: the money Congress set aside under this heading, amounts the District charges federal agencies for hospital services, and amounts authorized by Titles XVIII and XIX of the Social Security Act. It does not include federal funds appropriated to the District under “Federal Payment to the District of Columbia” or payments under section 9(c) of Public Law 98–621.
