The President can require that all treaty-related money payments to Indians or Indian tribes be given in person by the superintendents of Indian affairs, in places that have superintendents, to the people or tribes in their areas. Local agents and interpreters must be there to witness the payments, and everything must follow rules set by the Secretary of the Interior.
