The Secretary must write reasonable rules to approve tribal payments under section 117a. If the Secretary approves a tribe’s payments under those rules, the United States is not responsible for how the tribe distributes funds under sections 117a to 117c. Nothing in sections 117a to 117c removes other U.S. responsibilities to Native Americans, including duties from the trust relationship or from treaties, Executive orders, or agreements with any tribe.
