The Secretary must give grants to nursing schools, tribally controlled community colleges and vocational schools, and to nurse midwife and nurse practitioner programs at any public or private school. Grants can pay to recruit students; give scholarships that cover tuition, books, fees, room and board, and living stipends; support programs that get nurses, midwives, and nurse practitioners to work with or keep working with Indians; pay for skill-building and continuing education; or fund other programs that meet the same goal. Grant applicants must show a connection to a health care facility that mainly serves Indians. Preference is given to programs that prefer Indians, train midwives or nurse practitioners, are interdisciplinary, or work with a center for gifted Indian students. One grant must fund the Quentin N. Burdick American Indians Into Nursing Program at the University of North Dakota and coordinate with related Burdick programs. People who get recruitment help or scholarships from these grants must meet an active-duty service requirement under the cited law. They must serve in the Indian Health Service, in programs under the Indian Self-Determination Act, in programs assisted under the statute, or in private nursing practice that the Secretary approves if it is in a shortage area and serves many Indians. Starting in fiscal year 1993, at least $1,000,000 each year from the subchapter’s funds must go to train nurse midwives, nurse anesthetists, and nurse practitioners.
