Authorizes the Secretary to give grants to at least three colleges and universities to keep and grow the Indians into Medicine (INMED) program. One grant must go to the University of North Dakota to run INMED as the "Quentin N. Burdick Indian Health Programs," unless program reviews show it is not meeting the goals. That UND program must, when possible, work with the Quentin N. Burdick American Indians Into Psychology Program and the Quentin N. Burdick American Indians Into Nursing Program. The Secretary must make rules for competitive grant awards. Grant applicants must run outreach and recruitment in Indian communities (including reservation K–12 and community colleges), have an advisory board with tribe and community members, offer summer math and science prep, give tutoring, counseling, and other student support for health career students, and, as much as possible, hire qualified Indians. By no later than 3 years after November 23, 1988, the Secretary must send Congress a report on the program with ideas for expanding or changing it.
