Using authority in section 13, the Secretary (through the Service) may give a contract or grant to an urban Indian organization in an urban center that does not already have a contract or grant under section 1653. The purpose is to have the organization check and report on the health status and unmet health care needs of urban Indians there and to help the Secretary decide whether to later award a section 1653 contract or grant to that organization. Any contract or grant must require the organization to document health status and unmet needs and to determine the specific matters listed in clauses (2), (3), (4), and (8) of section 1653(b). The work must be finished within one year after the contract starts or the grant is received. The Secretary may not renew these contracts or grants.
