Under section 13, the Secretary must set up and run a mental health technician program in the Service that trains Indians to be mental health technicians and uses them to deliver community-based mental health care, including identification, prevention, education, referral, and treatment. The training must be high quality, follow a Secretary-approved curriculum that mixes classroom theory with supervised hands-on practice. The Secretary must supervise and evaluate trainees and make sure the program uses and promotes the tribal traditional health practices of the communities served.
