The Secretary may give grants to Indian tribes, tribal groups, and urban Indian groups to create and run behavioral health programs for Indian women of any age. These programs must pay attention to cultural, historical, social, and child-care needs and must follow section 1665a. Grants can pay for community training and education (including fetal alcohol spectrum disorder work), mental health and counseling services, advocacy and relapse-prevention support for women and their families, and prevention or intervention models that use traditional practices, cultural values, and family/community involvement. The Secretary will set application rules after talking with tribes. At least 20 percent of the money must go to urban Indian organizations.
