The Secretary may only make rules that are needed to follow this chapter and that the Secretary is allowed to make under section 2510. Before final rules are issued, the Secretary must publish proposed rules in the Federal Register and give the public at least 120 days to comment and consult. Each rule must show, right after the rule text, which law authorizes it. The Act replaces any law or regulation that conflicts with it and was in effect the day before the Act was enacted. The Secretary may cancel any regulation that conflicts with the Act.
