Title 25 › Chapter CHAPTER 38A— - INDIAN TRIBAL JUSTICE TECHNICAL AND LEGAL ASSISTANCE › § 3651
Says the United States and Indian tribes deal with each other as separate governments. It says tribes are sovereign and run affairs on Indian lands. It notes violent crime in Indian country is approximately twice the U.S. rate, and high violence hurts jobs and economic growth. Tribal courts are key parts of tribal governments and are the right place to handle disputes about people and property. Strengthening tribal courts and giving people better access supports tribal self-rule and economic independence. There is not enough money or coordination for technical and legal help, which hurts tribal courts. Tribal court groups and Indian legal services (including work funded by the Legal Services Corporation) provide important training and cost‑effective legal help, and such help is essential for strong tribal court systems.
