The Secretary must review and audit at least once a year to see if the Director did the eligible work on time, made required certifications and followed the law, still has the ability to keep doing the work, followed the housing plan the Director submitted, and whether the Department’s performance reports are accurate. When possible, these reviews should include onsite visits by employees of the Department of Housing and Urban Development. The Secretary must give the Department of Hawaiian Home Lands at least 30 days to comment on a report. After considering those comments, the Secretary may change the report and must make the report and the Department’s comments public within 30 days of receiving them. Based on the reviews, the Secretary may change, reduce, or stop annual grants or take other action, but may not take back money already spent on affordable housing or subtract it from future aid.
