The Judicial Conference can create one or more model plans to cut civil case costs and delays. Those model plans must be based on plans used by Early Implementation District Courts under section 103(c) of the Civil Justice Reform Act of 1990, and each model must include a report explaining how it meets section 473 of this title. The Directors of the Federal Judicial Center and the Administrative Office of the U.S. Courts can offer suggestions, and the Administrative Office must send copies of any model plan and its report to all U.S. district courts and to the Judiciary Committees of the Senate and the House of Representatives.
