Congress says deaf-blindness is one of the most severe disabilities and more services and training are needed to help deaf-blind people reach their highest ability. The 1960s rubella epidemic, more older people losing both sight and hearing, and medical advances keeping more severely disabled people alive make the need greater now. The Helen Keller National Center is a vital national resource, and the federal government should continue to be its main supporter.
