Title 29 › Chapter CHAPTER 32— - WORKFORCE INNOVATION AND OPPORTUNITY › Subchapter SUBCHAPTER I— - WORKFORCE DEVELOPMENT ACTIVITIES › Part Part C— - Job Corps › § 3204
Each Job Corps center must have a workforce council. The center director must appoint it using the Secretary’s rules. Most members must be private business owners or top managers with hiring or policy roles who represent local kinds of jobs. The council must also include labor or employee representatives and current enrollees or graduates. It can include local board members who qualify, and it can bring in employers from outside the area who are likely to hire many students. If the area is a single-State local area, the council must include a State Board representative. The council must work with local boards to recommend career and technical training to the Secretary. It must review labor market information, including State or local plans, to identify in-demand industries and jobs, local job openings, and the skills and education needed. The council must meet at least once every 6 months to update its findings and recommendations. If a center is not yet open, the council must do this at least 3 months before the center accepts its first enrollee.
