The Secretary can share data and information about the rules in section 3204 of Title 39 with government agencies, private groups, and the public. Under section 3207(b), the Secretary may collect or settle debts owed to or held by the Secretary and use legal rights to pursue payment until the matter is sent to the Attorney General for suit or collection. The Secretary may use funds for printing and binding. The Secretary may also, without following other laws, pay rent and cover repair, alteration, or improvement of rented buildings and spaces used by the Secretary. Those payments are allowed only when they are necessary to carry out this part and the needed item or space cannot be obtained otherwise. If the spending affects work normally under the General Services Administration, the Secretary must give written notice to the Administrator of General Services explaining the reasons.
