To get a grant or contract, an eligible provider must apply to the eligible agency and give the information and promises the agency asks for. The application must say how the money will be spent and show it follows the program rules; describe any partnerships for delivering adult education and literacy; explain how services match the local plan under section 3123 and how the provider will promote concurrent enrollment under subchapter I when appropriate; show how the provider will meet the State performance levels in section 3141(b)(3) and collect data; show how it will meet one-stop partner duties in section 3151(b)(1)(A) as needed; describe how services will meet eligible individuals’ needs; and include any items required by section 3321(e).
