Can make rules, hold hearings, hear testimony and accept evidence, and appoint unpaid advisory committees. Can use U.S. mail like other agencies and, with consent of agencies on the Interagency Disability Coordinating Council and as authorized in subchapter V, use their services and staff (including information and facilities), with or without reimbursement.
