The Secretary of Labor must create an Advisory Committee on Increasing Competitive Integrated Employment for Individuals with Disabilities within 60 days after July 22, 2014. The Committee includes certain Labor officials, the head (or designee) of the Administration on Intellectual and Developmental Disabilities, the Director (or designee) of the Centers for Medicare & Medicaid Services, the Commissioner (or designee) of Social Security, the Commissioner (or designee) of the Rehabilitation Services Administration, and outside representatives such as self-advocates, employment-service providers, national disability advocates, researchers with employment and wage expertise, employer representatives, and other experts. Vacancies are filled the same way. Committee members pick a chair from among themselves. The chair schedules meetings and the Committee must meet at least 8 times. The group studies ways to increase competitive integrated employment for people with intellectual, developmental, or other significant disabilities, reviews use of the section 214(c) certificate program for such employment, and recommends how to improve oversight of those certificates. Members are not paid but may get federal travel pay. The Secretary must provide staff, equipment, and may accept volunteers or detailed federal employees. The Committee must send an interim report within 1 year and a final report within 2 years, and it ends the day after the final report is submitted.
