From each state's yearly allotment, the federal government must pay its share of the costs the state spends under its approved state plan for that fiscal year. Payments can be made in advance or as reimbursement, adjusted for past over- or underpayments, and paid in installments as the Administrator decides. The federal share is 90 percent of those state expenditures for the fiscal year. The state's remaining share can be money or in-kind items, fairly valued, such as buildings, equipment, or services.
