Title 30 › Chapter CHAPTER 25— - SURFACE MINING CONTROL AND RECLAMATION › Subchapter SUBCHAPTER III— - STATE MINING AND MINERAL RESOURCES RESEARCH INSTITUTES › § 1221
Provides $400,000 to each participating State for each fiscal year ending September 30, 1990, through September 30, 1994, to help run a mining and mineral resources research institute at one eligible public college or university. The money is given by the Secretary of the Interior as grants that must be matched by at least $2 in non‑Federal funds for every $1 of Federal money. If more than one public school in a State is eligible, the Governor picks the school unless the State legislature names a different one. If a State has no eligible public school, the Committee on Mining and Mineral Resources Research may award the State’s money to one eligible private college or university. Each institute must plan and carry out research, demonstrations, experiments, and training in mining and mineral resources. This work can be basic or practical and may cover exploration, extraction, processing, development, fuel and nonfuel production, mining technology, supply and demand, conservation and best use of mineral supplies, and economic, legal, social, engineering, environmental, and reclamation issues. Projects must take the natural environment, State needs, and related government and institute research into account.
