Authorizes up to $15,000,000 for each fiscal year ending September 30, 1990, through September 30, 1994, and the money stays available until spent. The Secretary must give these funds to one or more institutes in a mineral technology center to pay for specific mineral research and demonstration projects that could not otherwise be done, including planning and coordinating regional projects by two or more institutes, and for other mining and mineral resources research tied to the Department of the Interior’s mission that the Committee finds useful and not already being studied. Applicants must describe the project, time period, staff qualifications, costs, importance, links to other research, training opportunities for mineral engineers and scientists, and non‑government support. The Committee reviews applications and recommends institutes and uses of funds to the Secretary without regard to race, religion, or sex, taking into account facilities, local conditions, special project needs, and training value. The Secretary may only approve projects on merit, need for the knowledge, and training value. Funds cannot be used to buy or lease land or to rent, buy, build, or repair buildings.
