The Secretary of Energy can give grants to institutions designated under section 1311 to pay the Federal share of building and running a coal laboratory, including any necessary construction. Each designated institution must apply and include a lab program that meets the purposes in section 1311(d); a promise to pay the remaining costs from non‑Federal sources; fiscal controls, accounting, records, and access to verify spending; an annual report on activities and an evaluation of success; and policies that make Federal funds supplement—and, where practical, increase—rather than replace funds for the activities in subsections (d)(1)–(3) of section 1311.
