Authorizes money for the ten institutions named earlier. They can get up to $30,000,000 for the fiscal year ending September 30, 1979. That amount includes construction, equipment, and startup costs. They can also get up to $7,500,000 for fiscal year 1980 and for each fiscal year after that through the fiscal year ending before October 1, 1984 to carry out this part of the law. Authorizes money for the three remaining institutions named earlier. They can get up to $6,500,000 for fiscal year 1980, including construction, equipment, and startup costs. After fiscal year 1980, they can get up to $2,000,000 for each fiscal year through the fiscal year ending before October 1, 1984 to carry out this part of the law.
