The Secretary of the Treasury may only pay out money when there is a warrant, except as allowed by section 3326. A warrant must be allowed by law, signed by the Secretary, and countersigned by the Comptroller General. A disbursing official must send with the warrant either a certificate under section 3526 or a requisition for an advance that names the appropriation to be charged. The Secretary returns that paper to the Comptroller General with the date and amount written on it. A requisition is not needed for payment on an audited account or for deposits to the Treasury. The Secretary and Comptroller General must record the payment against the correct appropriation.
