Creates a Citizens Coinage Advisory Committee to advise the Secretary of the Treasury about themes and designs for coins and medals. The group has 11 members picked by the Secretary. Seven are chosen directly, including experts such as a numismatic curator, a medallic artist or sculptor, an American history expert, a numismatist, and three people who represent the public. Four are chosen by the Secretary from people recommended by the Speaker of the House, the House minority leader, the Senate majority leader, and the Senate minority leader. Members are normally appointed for 4 years, but the first appointments are staggered so some serve 4, 3, or 2 years. No federal officers or employees may serve. A member may stay up to 6 months after their term ends until a replacement is named. The Secretary picks a chair for 1 year. Members are unpaid but get travel and related expenses paid from the United States Mint Public Enterprise Fund. They serve at the Secretary’s discretion and can be removed for good cause. Vacancies are filled the same way as the original appointment. The committee must meet at least twice a year. Meetings are open to the public, and notice must be published in the Federal Register and in other publications. Seven members make a quorum. The committee advises on circulating and bullion coins, congressional gold medals, and other medals under section 5111 of title 31. It also recommends subjects, mintage levels, and designs for commemorative coins for the next five calendar years. The Mint Director must give the committee administrative and technical help when needed, and the committee may consult the Commission of Fine Arts. Each year, by September 30, the committee must report its activities and recommendations to the Secretary, the House Committee on Financial Services, and the Senate Committee on Banking, Housing, and Urban Affairs. Chapter 10 of title 5 does not apply to the committee except for the meeting and notice rules in the law.
