The Comptroller General must evaluate how well federal and D.C. programs and activities work under current law. "Agency" means a U.S. department, agency, or instrumentality (not a mixed‑ownership government corporation) or the D.C. government. The Comptroller General can start evaluations, and must do them if either House of Congress or a congressional committee that oversees the program asks. They must recommend evaluation methods to Congress. If a committee asks, the Comptroller General must help set goals and design how to measure and report performance (what to measure, who reports, how often, and pilot tests), review evaluations done by or for an agency, and provide any committee‑released materials to members who request them.
