Allows the GAO Personnel Appeals Board to hear and order corrective or disciplinary action in nine kinds of cases. These include employee appeals about removal, suspension longer than 14 days, pay or grade cuts, or furloughs of up to 30 days; prohibited personnel or political practices; collective bargaining decisions and elections; labor-management disputes; discrimination claims; matters the Comptroller General sends to the Board; and actions under section 312(e)(2) of the Architect of the Capitol Human Resources Act. The Board cannot put a reduction-in-force on hold. A single member or a panel of members can act for the Board, and their decision counts as the Board’s final decision unless the Board reconsiders it within 30 days. The Board must write rules for employee appeals that follow sections 7701 and 7702 of title 5 and must set rules for how it operates.
