The Comptroller General can rent or provide space and services in the General Accounting Office Building to private people, businesses, or any U.S. department or agency on terms the Comptroller General thinks protect the public interest. Rent must match the usual commercial rate for similar nearby space. The Comptroller General may also occasionally allow or lease auditoriums, meeting rooms, and lobbies to groups doing cultural, educational, or recreational activities. The Comptroller General will consult with the Administrator of General Services and give Federal agencies priority for available space. Payments may be made in advance or by reimbursement. Money goes into a special account and can be used to run, maintain, protect, change, or repair the building in the amounts set in annual appropriation Acts, without regard to fiscal year limits.
