The Secretary can name a school or a group of schools a sea grant college or sea grant institute if they meet certain rules. They must already have strong skills in ocean, coastal, or Great Lakes fields; promise to work on the program goals in section 1121(b); work with other sea grant schools and people; have gotten money under section 1124; be known for quality in related fields; and meet any other qualifications the Secretary and the Board set. To be a sea grant college, the school must also run research, outreach (extension), training, and education programs. To be a sea grant institute, it must at least run research and outreach programs. At least 30 days before a new designation, the Secretary must tell Congress in writing and explain the choice. Congress can block it by passing a joint resolution within that 30-day period. Schools already named or given program status before March 6, 1998 do not have to reapply if the Director finds they still meet the rules. The Secretary can suspend or end a designation for cause after a hearing. Each sea grant college and institute must create and run a program that follows the priorities in section 1123(c) and must do a merit review of all proposals for grants and contracts under section 1124.
