Defines two words, requires the Administrator to publish a list of approved accreditors, and requires an annual report. Institution of higher education — a college or university (not run by a federal agency) that is accredited by a nationally recognized accrediting group the Administrator approves. Academic year — the academic year or its equivalent as the Administrator decides. The Administrator must report each year on actions taken under sections 1259–1262 and include any recommended changes. Allows specific funding to carry out sections 1259–1262: $25,000,000 per fiscal year for the years ending June 30, 1973; June 30, 1974; and June 30, 1975; $6,000,000 for the fiscal year ending September 30, 1977; $7,000,000 for each fiscal year ending September 30, 1978; September 30, 1979; September 30, 1980; September 30, 1981; and September 30, 1982; whatever sums are needed for fiscal years 1983 through 1985; and $7,000,000 per fiscal year for each of fiscal years 1986 through 1990.
